A BILL to amend and reenact section four, article nine, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to false evidence, alteration of certificate of title, registration cards, plates or permits issued by the department of motor vehicles or forging or counterfeiting any such document or plate purporting to be issued by the department.

Be it enacted by the Legislature of West Virginia:

That section four, article nine, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted to read as follows:
ARTICLE 9. OFFENSES AGAINST REGISTRATION LAWS AND SUSPENSION OR REVOCATION OF REGISTRATION.

§ 17A - 9 - 4. False evidences, forgery, etc., of title and registration; applicability to actions of foreign jurisdictions.

It is a felony for any person to commit any of the following acts:

(1) To alter with fraudulent intent any certificate of title, registration card, registration plate, or permit issued by the department or by any other state;
(2) To forge or counterfeit any such document or plate purporting to have been issued by the department or by any other state;
(3) To alter or falsify with fraudulent intent or forge any assignment upon a certificate of title;
(4) To hold or use any such document or plate knowing the same to have been so altered, forged, or falsified.



NOTE: The purpose of this bill is to create a felony offense to alter with fraudulent intent any certificate of title, registration card, registration plate or permit issued by another state or to forge or counterfeit any such document or plate purporting to have been issued by any other state.
